First of all, start off by making sure you have an instant messenger or e-mail account mentioned in your forum profile and also make sure you added your bitcoin adress in your forum profile (under "contact details" or "extra link". It will look similar to this:

Then, look for packages to make on the package request subforum (obviously).
Make sure that once you decide to work out a package that's been requested, that you tell the requester exactly when you'll start on it, and perhaps also keep communicating with him via e-mail or instant messenger. You should also post back the text "work in progress" or "done" so the other forum users know it's being worked on, and/or when it's done.
For the license for you to make it under: that is something you can decide for yourself, if it's a new program (made from scratch). if not, use the same license the program you based it on. Licenses you can chose if making a new program from scratch can be found here.
